The Organizing Committee maintains overall responsibility for the Forum strategic directions, organization and oversight. The committee is chaired by Charles Normand and David Weakliam
The programme committee is responsible for providing advice on the Forum’s technical content and format, with particular focus on the development of the submissions/abstract led portion and overseeing and guiding the work of the abstract review group. It will ensure cohesion of the different components of the programme with the overall Forum theme. This committee is co-chaired by Jim Campbell, WHO and Ruairi Brugha, Royal College of Surgeons, Ireland.
Rowaida Al Ma’aitah
Rowaida Al Ma’aitah is the Advisor to her Royal Highness Princess Muna Al-Hussein on Health and Social Development. She is a Professor at the School of Nursing, Jordan University of Science and Technology. She has held numerous leadership positions in the Government of Jordan including Minister of Higher Education and Scientific Research, Minister of Social Development, and Minister of State for Government Performance as well as Senator in the Jordanian Senate.
Ivy Lynn Bourgeault
Ivy Lynn Bourgeault is a Professor in the Telfer School of Management at the University of Ottawa. She holds the Canadian Institutes of Health Research Chair in Gender, Work and Health Human Resources and was inducted into the Canadian Academy of Health Sciences in September 2016. She is also the lead coordinator of the Canadian Health Human Resources Network housed at the University of Ottawa.
Ruairí Brugha is a Professor of Epidemiology and Public Health Medicine at the Royal College of Surgeons in Ireland. He worked as a medical doctor and public health specialist for six years in Africa in the 1980s and 90s; and for ten years at the London School of Hygiene and Tropical Medicine. His interest is in health systems and policy research, with a particular focus on health workforce research in Ireland and Africa.
James Buchan is a Senior Adviser on Human Resources for Health at the WHO European Regional Office. He has more than thirty years’ experience of practice, policy research and consultancy on human resources and workforce strategy and planning in the health sector, specialising in policy analysis and nursing. He has worked for government in Scotland and Australia, for the Royal College of Nursing UK, and has international work experience in a range of countries in Europe, Africa, Asia, Pacific and the Americas.
Jim Campbell is the Director of the Health Workforce Department at WHO Headquarters. Prior to this, he was the Director of the Instituto de Cooperación Social Integrare, a not-for-profit research institute in Barcelona, Spain where he worked for eight years. He has worked as a specialist researcher and advisor on Human Resources for Health for governments, UN agencies and philanthropic foundations.
Borhene Chakroun is the Head of Technical and Vocational Education and Training (TVET) at UNESCO leading the implementation of the UNESCO TVET strategy. Before joining UNESCO, he has worked in the area of TVET and skills development with various organizations. His most recent work focuses on global trends in reforming TVET systems and global agenda for skills development in the context of the 2030 Sustainable Development Agenda.
Mario Roberto Dal Poz
Mario Dal Poz is a Professor in the Institute of Social Medicine at the University of the State of Rio de Janeiro, Brazil, and editor-in-chief of the Journal of Human Resources for Health. He has more than thirty years of experience in the area of health systems. From 2000 to 2012, he worked at the Human Resources for Health Department at WHO headquarters in Geneva.
Khassoum Diallo is the Coordinator of Data, Evidence and Knowledge Management in the Health Workforce Department at WHO since 2016. He is a statistician-demographer with over twenty-five years’ experience in social development and public health. He worked in different positions with various UN organizations and is a member of many international scientific networks. His most recent work focuses on the implementation of National Health Workforce Accounts as means to strengthening national workforce planning and global monitoring.
Gilles Dussault is a Professor at the Institute of Hygiene and Tropical Medicine (Lisbon, Portugal) since September 2006 and Coordinator of the WHO Collaborating Centre on Health Workforce Policy and Planning. Between 2000 and 2006 he was a Senior Health Specialist at World Bank Institute and between 1985 and 2000 he was a Professor in the Department of Health Administration at the University of Montreal.
Rania Kawar is a Technical Officer in the Health Workforce Department at WHO. She has worked at WHO headquarters since 2000. Her work has encompassed a number of areas including NCDs and chronic care, and health systems strengthening – strategic planning, aid effectiveness, service delivery and health workforce. Prior to this, she worked in the area of maternal and child health, and nutrition in Jordan, Zimbabwe and the WHO Eastern Mediterranean Region. She is the WHO coordinator for the Fourth Global Forum on HRH.
Amine Lotfi is a medical student from Morocco and Liaison Officer to WHO at the International Federation of Medical Students’ Associations, leading delegations of healthcare students to WHO governing bodies meetings. Amine interned at the WHO Climate Change and Health Unit. He is deeply passionate about global health, sustainable development and social and environmental determinants of health.
Akiko Maeda is a Senior Health economist at OECD responsible for health workforce policy and economic analyses. She has twenty years of experience in international health advising governments on health financing and health system reforms in the Middle East and North Africa, Central Asia, East Asia and Europe. Before joining OECD, she was a manager and lead economist at the World Bank, and served in various positions with the Asian Development Bank, UNICEF and UNDP.
Fitzhugh Mullan is a Professor of Health Policy and Pediatrics at the George Washington University. His research and policy work focus on US and global workforce issues including the teaching health equity in health professions education. He is a graduate of Harvard University and the University of Chicago Medical School Medical School and a member of the National Academy of Medicine of the United States.
Francis Omaswa is the Executive Director of the African Centre for Global Health and Social Transformation (CHEST) and Board Chair, African Platform on HRH. He was founding Executive Director of the Global Health Workforce Alliance and coordinated the First Global Forum on HRH. He was Director General of Health Services in the Ministry of Health of Uganda.
David Weakliam is a medical specialist in Public Health Medicine and General Practice and has worked in global health since 1988, including twelve years in Nepal, Liberia, Sudan and Democratic Republic of Congo. He is the Global Health Lead in the Irish Health Service Executive and has a number of international and national roles, including Chair of the Global Health Workforce Network, Chair of the European ESTHER Alliance, Chair of the Irish Forum for Global Health, and Director of a number of international development NGOs – Tearfund Ireland (Chair), Nepal Leprosy Trust and Cherish International.
Asha George is the South African Research Chair in Health Systems, Complexity and Social Change at the University of the Western Cape’s School of Public Health. Apart from her engagement with community and health workers perspectives on the governance of frontline service delivery, she leads the Health Policy and Systems Reader on Human Resources for Health.
